Base destinations come from the delivery vehicles assigned to the source.

The Logistics Planner uses your warehouse, destination, driver and vehicle values and checks the whole chain.

If current stock already meets the target, no delivery is expected — that is not a broken setup.
No restock is required.

The vehicle provides the delivery route, and a Delivery Driver must meet the vehicle’s skill requirement before that route can run.

A Logistics Manager controls delivery destinations. The role does not buy stock and does not drive vehicles; it decides how many destinations the delivery network can connect.
Skill and vehicles set the limit. Base destinations come from the vehicles assigned to the source, and higher skill adds a bonus on top.
An idle delivery is not always a fault. A destination that already sits at or above its target is skipped until it sells down.
